1. General Information
The Road Safety (Vehicles) Regulations 1999, S.R. No. 29/1999 were made on 16 March 1999 by the Governor in Council under section 95 of the Road Safety Act 1986, No. 127/1986 and came into operation on 1 May 1999: regulation 103.
The Road Safety (Vehicles) Regulations 1999 will sunset on 1 December 2009: see the Subordinate Legislation (Road Safety (Vehicles) Regulations 1999 - Extension of Operation) Regulations 2009, S.R. No. 21/2009.

3. Explanatory Details
1 Reg. 105(1) def. of "Australian Standard": Copies of Australian Standards are available from offices of the Standards Association of Australia.
2 Reg. 105(1) def. of "GTM": GVM (gross vehicle mass) is defined in section 3(1) of the Road Safety Act 1986 to mean the maximum loaded mass of the vehicle-
(a) as specified by the vehicle's manufacturer; or
(b) as specified by the Corporation if-
(i) the manufacturer has not specified a maximum loaded mass; or
(ii) the manufacturer cannot be identified; or
(iii) the vehicle has been modified to the extent that the manufacturer's specification is no longer appropriate.

5 Reg. 217(1)(h)(i): GCM (gross combination mass) is defined in section 3(1) of the Road Safety Act 1986 to mean the greatest possible sum of the maximum loaded mass of the motor vehicle and of any vehicles that may lawfully be towed by it at one time-
(a) as specified by the vehicle's manufacturer; or
(b) as specified by the Corporation if-
(i) the manufacturer has not specified a maximum loaded mass; or
(ii) the manufacturer cannot be identified; or
(iii) the vehicle has been modified to the extent that the manufacturer's specification is no longer appropriate.
