3.4.16. Communication and initiation of emergency procedures

An employer must ensure that when an employee is working in a confined space-

   (a)  there is continuous communication from outside the confined space
        between the employer, or a person assigned by the employer, and the
        employee in the confined space; and

   (b)  the emergency procedures can be initiated from outside the confined
        space.
