27. Invalid votes

A ballot paper must not be counted if it-

   (a)  is not enclosed in a ballot paper envelope signed by a community
        visitor; or

   (b)  is received from a person whose name is not on the list of community
        visitors; or

   (c)  does not have a number "1" placed opposite one of the candidates'
        names in accordance with regulation 24.
