125. Obligations under Regulations also apply to unlicensed people

If a person undertakes any activity for which the person is required to hold a
licence under these Regulations, the person must comply with any requirements
imposed by these Regulations in relation to that activity on a licence holder,
even if the person is not a licence holder.
