Meaning of packs and packer

20. Meaning of packs and packer

A person packs dangerous or other goods for transport, and is a packer of the
goods, if the person-

   (a)  puts the goods in a packaging (even if that packaging is already on a
        vehicle); or

   (b)  assembles, places or secures packages in packaging designed to hold,
        enclose or otherwise contain more than one package (even if that
        packaging is already on a vehicle); or

   (c)  supervises an activity mentioned in paragraph (a) or (b); or

   (d)  manages or controls an activity mentioned in paragraph (a), (b) or
        (c).
