Section 39 of the Interpretation of Legislation Act 1984 provides that where a word or phrase is given a particular meaning in an Act or subordinate instrument, other parts of speech and grammatical forms of that word or phrase have, unless the contrary intention appears, corresponding meanings. - SECT 401

401. Consultation with workers

An occupier of premises where dangerous goods are stored and handled, must
consult with persons engaged by the occupier to work at the premises whose
health or safety is likely to be affected by the dangerous goods and any
health and safety representative of those persons, regarding-

   (a)  induction, training, information provision, hazard identification,
        risk assessment and risk control; and

   (b)  any proposed changes to structures, plant, processes or systems of
        work that are likely to increase the risk to those persons.
