Who is entitled to appear at hearing?
35. Who is entitled to appear at hearing?
(1) The applicant and any other person or body that, in the Tribunal's
opinion, has a substantial interest in a matter is entitled to appear and be
heard by the Tribunal on the hearing of the matter.
(2) An officer of the Tribunal assisting the Tribunal with respect to a matter
or a legal practitioner engaged by the Tribunal to assist it with respect to a
matter is entitled to appear and be heard by the Tribunal on the hearing of
the matter.
(3) The State is entitled to appear and be heard by the Tribunal on the
hearing of a matter if the State considers that it has a legitimate interest
in the matter.
(4) A person or body that is entitled to appear and be heard by the Tribunal
on the hearing of a matter is a party to the matter.
