52. Commission not liable where payments less than certain amount

The Commission is not liable to make payments to a person under section 50 if
the difference between the earner's pre-accident earning capacity and
post-accident earning capacity within the meaning of that section is less than
10 per centum of the pre-accident earning capacity.
