78. Powers

A special investigator may, by notice in writing, require a prescribed body or
an officer of a prescribed body-

   (a)  to produce to the investigator such documents relating to a matter to
        which the investigation relates as are in the custody or under the
        control of the officer;

   (b)  to give to the investigator all possible and reasonable assistance in
        connection with the investigation;

   (c)  to appear before the investigator for examination and to answer
        questions.
