7. Circumstances in which regulatory impact statement is to be prepared

Unless an exception certificate or an exemption certificate is issued in
respect of a proposed statutory rule, the responsible Minister must ensure
that a regulatory impact statement is prepared in respect of that proposed
statutory rule.
