Identifying persons selling or pawning goods

19. Identifying persons selling or pawning goods



(1) A second-hand dealer or pawnbroker must require every person attempting to
sell or pawn second-hand goods to the second-hand dealer or pawnbroker to
produce evidence as to the person's identity-

   (a)  by means of-

   (i)  a passport; or

   (ii) a driver licence; or

   (iii) a document issued by a statutory authority; or

   (iv) any other document in one of the prescribed categories- bearing a
        photograph of the person; or

   (b)  by means of 2 documents in the prescribed categories but each in a
        different category.

Penalty: 20 penalty units.

(2) If a person attempting to sell or pawn second-hand goods is, on request,
unable to produce the required evidence of identity, the second-hand dealer or
pawnbroker must refuse to accept the goods.

Penalty: 20 penalty units.

(3) A person attempting to sell or pawn second-hand goods to a second-hand
dealer or pawnbroker must not produce false evidence of identity.

Penalty: 50 penalty units.
