4. Declaration of eligible beneficiary and user costs



(1) For the purposes of paragraph (d) of the definition of eligible
beneficiary in section 3, the Minister, by Order published in the Government
Gazette, may declare a class or classes of person to be an eligible
beneficiary.

(2) For the purposes of paragraph (f) of the definition of user cost in
section 3, the Minister, by Order published in the Government Gazette, may
declare a charge to be a user cost.
