Application to Tribunal to change locks without consent

71. Application to Tribunal to change locks without consent



(1) A tenant may apply to the Tribunal for a determination that the consent of
the landlord to the changing of a lock is not required if-

   (a)  the landlord withholds consent; and

   (b)  the tenant believes that the withholding of the consent is
        unreasonable.

(2) If, after giving each party an opportunity to be heard, the Tribunal
determines that consent is not required, the tenant may change the lock
without the landlord's consent.
