Purposes of licensing

17. Purposes of licensing

The purposes of licensing are-

   (a)  to ensure that people who drive motor vehicles on highways are
        competent drivers; and

   (b)  to ensure that drivers are aware of safe driving practices and road
        law; and

   (c)  to ensure that people who are, or who become, unsuited to drive are
        not permitted to drive on highways; and

   (d)  to enable the identification of drivers for the purposes of law
        enforcement and accident investigation.
