ROAD SAFETY ACT 1986 - SECT 159
Application of this Division(1) This Division applies if an inspector believes on reasonable grounds that a vehicle is in breach of a mass, dimension or load restraint limit or requirement, and the vehicle is on or in any of the following places—
(a) any highway; or
(b) any public place; or

(c) in or on any premises—
(i) occupied or owned by the Head, Transport for Victoria or by any other public authority; or
(ii) occupied by the Secretary or the Department; or
(d) any premises that an inspector is authorised to enter under this Act; or
(e) any other place, but only if the vehicle has entered that place as the immediate result of it being involved in an accident on or near a highway.
(2) For the purposes of this section, an accident is an incident that involves a vehicle and that results—
(a) in a person being killed or injured; or
(b) in damage being caused to a vehicle, or to other property.
