Refusal of private security registration

86. Refusal of private security registration



The Chief Commissioner must not make a decision not to grant a registration
unless the Chief Commissioner has-

   (a)  considered any written submission made by the applicant within the
        time specified in the notice under section 84(1) for making such a
        submission; and

   (b)  if a hearing is convened under section 85, considered any oral
        submission made by the applicant at the hearing, if the applicant has
        indicated to the Chief Commissioner within any time specified in the
        notice under section 85(1)(b) that he or she wishes to be heard at
        such a hearing.
