Duty to take steps to identify owner

24R. Duty to take steps to identify owner

If an animal has been seized under this Part and the identity of both the
owner and the person in charge of the animal are not known to the person who
seized the animal, the person who seized the animal must take reasonable steps
to identify and contact the owner or person in charge of the animal.
