24L. Additional power of entry for specialist inspectors

A specialist inspector may, for the purposes of Part 2, this Part or
regulations under this Act, and with the prior written authority of the
Minister-

   (a)  enter premises (that is not a person's dwelling), in or on which an
        animal or animals are housed or grouped for any purpose; and

   (b)  inspect any animal, plant, equipment or structure on the premises; and

   (c)  observe any practice being conducted in connection with the management
        of an animal or animals on the premises.
