13. New section 25A inserted



After section 25 of the Principal Act insert-



"25A. Recommendation by panel to Minister

(1) The panel may recommend to the Minister that an amendment be prepared to
the Victoria Planning Provisions.

(2) Subsection (1) does not apply if the Minister is the planning authority.".
