PLANNING AND ENVIRONMENT ACT 1987 - SECT 163

A panel may report and make recommendations on a submission without hearing the person who made the submission if the person does not appear or is not represented—

        (a)     at the specified time for the hearing; or

        (b)     in the specified manner for the hearing.
