General responsibility of Department Heads

13. General responsibility of Department Heads

A Department Head is responsible to the public service body Minister or
Ministers for the general conduct and the effective, efficient and economical
management of the functions and activities of-

   (a)  the Department; and

   (b)  any Administrative Office existing in relation to the Department-

and must advise the public service body Minister or Ministers in all matters
relating to the Department and any such Administrative Office.
