Casual vacancies

8. Casual vacancies

In any case where-

   (a)  at any election for elective members of the council-

   (i)  no seats or vacancies are filled; or

   (ii) a number of seats or vacancies less than the whole number which should
        have been filled is filled; or

   (b)  any such election should have been held but is not held-the seats or
        vacancies which should have been filled and are not filled shall
        severally be deemed to be casual vacancies; and the members eventually
        elected to fill the same shall be entitled to continue in office as if
        elected at such election.
