45. General provision as to failure to elect or to make appointments within
time provided

No election or appointment under this Act shall be deemed to be invalid by
reason only of such election or appointment being made subsequently to the
time provided for in this Act; and any person so elected or appointed shall be
entitled to continue in the office to which he is so elected or appointed as
if he had been elected or appointed thereto at such time.
