Provision in case of failure of election

13. Provision in case of failure of election

In any case where-

   (a)  at any election of elective members of the Council-

   (i)  no seats or vacancies are filled; or

   (ii) a number of seats or vacancies less than the whole number which should
        have been filled is filled; or

   (b)  any election of elective members of the Council should have been held
        but is not held-

the seats and vacancies which should have been filled and are not filled shall
severally be deemed to be casual vacancies and the members eventually elected
to fill the seats or vacancies shall be entitled to continue in office as if
elected at such election.
