Decisions not affected by certain matters

16. Decisions not affected by certain matters

An act or decision of the Board is not invalid only because-

   (a)  of a defect or irregularity in the appointment of a member or acting
        member; or

   (b)  of a vacancy in its membership; or

   (c)  the occasion for the appointment of an acting member has ceased to
        exist.
