15A. 2 year ban on applying for licence after refusal of application



(1) If a person's application for a licence is refused by the Authority, the
person is not entitled to lodge another application for a licence within 2
years after the refusal.

(2) If the Authority is satisfied that there are special circumstances in a
particular case, it may permit a person to lodge an application within 2 years
after the refusal.
