Filling of vacancies on retirement

9A. Filling of vacancies on retirement

The appointment of a person as a member of the Council to fill a vacancy
caused by the retirement of a member upon the expiration of the term of office
must be made at least one month before the date of expiration of the term of
office of the retiring member.
