16. Leases and licences

Despite anything to the contrary in the Crown Land (Reserves) Act 1978 or any
other Act or law, the Trust, with the approval of the Minister-

   (a)  may grant leases for terms not exceeding

99 years; and

   (b)  may grant licences for terms not exceeding 50 years-

in respect of the whole or a part of the Ground for purposes consistent with
the purpose for which the land is reserved.
