Insertion of new section 31A

32. Insertion of new section 31A

After section 31 of the Principal Act insert-

"31A. Decisions concerning the College

(1) Before any Statute is made by the Council of the University concerning any
of the following matters, the Council shall submit the proposal to the College
Council for consideration and report-

   (a)  the acquisition or holding by the College Council of real property, or
        any class of real property, or any interest, or class of interest, in
        real property;

   (b)  the formation of, participation in the formation of or membership of,
        a limited company by the College.

(2) Before any Statute or regulation is made by the Council of the University
concerning any of the following matters, the Council shall submit the proposal
to the College Council for consideration and report-

   (a)  financial arrangements for the College;

   (b)  personal property of the College;

   (c)  any academic course, study or research at the College;

   (d)  any other matter that the Council of the University considers
        appropriate to be submitted to the College Council.

(3) If the College Council does not report to the Council of the University-

   (a)  if the proposal concerns a matter referred to in subsection (1),
        within 3 months; or

   (b)  in any other case, within 6 weeks- or any further period that the
        Council of the University allows, after submission of the proposal to
        the College Council, the Council of the University may make the
        Statute or regulation (as the case may be) without a report having
        been received.".
