20. Decisions of Council



(1) All questions which are to be decided by any meeting of the Council shall
be decided by the majority of the members present and voting at the meeting.

(2) The chairman at any meeting shall have a vote and in the case of equality
of votes upon any question a second or casting vote.

(3) No question shall be decided at any meeting of the Council unless at least
eight members are present at the meeting.

(4) Notwithstanding anything to the contrary in this section, any Statute may
provide that any question to be decided by any meeting of the Council shall be
decided otherwise than by the majority of the members present, and any such
Statute shall have effect according to its tenor.
