48. References to officers, localities etc.

In an Act or subordinate instrument, unless the contrary intention appears-

   (a)  a reference to an officer or office shall be construed as a reference
        to such an officer or office in and for Victoria; and

   (b)  a reference to a locality, jurisdiction or other matter or thing shall
        be construed as a reference to such locality, jurisdiction or other
        matter or thing in and of Victoria.
