4. Application, construction and repeal provisions



(1) The provisions of this Act-

   (a)  unless a contrary intention appears in this Act or in the Act or
        subordinate instrument concerned, extend and apply to all Acts,
        whether passed before or after the commencement of this Act, and to
        all subordinate instruments, whether made before or after that
        commencement; and

   (b)  apply to the interpretation of this Act.

(2) Nothing in this Act excludes the application to an Act or subordinate
instrument of a rule of construction applicable thereto and not inconsistent
with this Act.

(3) The provisions of this Act which are expressed to apply to Acts passed or
subordinate instruments made on or after the commencement of this Act shall
not affect the construction of any Act passed or subordinate instrument made
before that commencement although that Act or subordinate instrument is
continued in force or amended by an Act passed or subordinate instrument made
on or after that commencement.

(4) The Acts mentioned in the Schedule to the extent to which they are in the
Schedule expressed to be amended or repealed are hereby amended or repealed
accordingly.
