Approval of guidelines

14. Approval of guidelines



(1) If, after considering any submissions received, the Minister decides to
proceed with the draft guidelines with or without amendments, the Minister may
recommend to the Governor in Council that the guidelines be approved in the
form recommended by the Minister.

(2) The Governor in Council may-

   (a)  approve; or

   (b)  refuse to approve-

the guidelines recommended by the Minister.
