Preparation of draft guidelines

12. Preparation of draft guidelines

The Minister, after consulting widely with any persons who may be affected,
may prepare draft guidelines for all or any of the following-

   (a)  the orderly development of health services in the whole or any part of
        Victoria;

   (aa) the adequacy of health services in any part of Victoria;



   (b)  the improvement of the quality of health care and health facilities;

   (c)  the improved distribution of health services and health facilities
        throughout Victoria or in any part of Victoria;

   (d)  the avoidance of unnecessary and costly duplication of health services
        and health facilities;

   (e)  the division of Victoria into areas for the purposes of delivery of
        health services.
