74. When may the Tribunal hear a complaint?



(1) The Tribunal may hear a complaint-

   (a)  referred to it by the Health Services Commissioner under section 51,
        57, 63 or 65;

   (b)  referred to it by the Minister under section 54.

(2) The Tribunal also has the jurisdiction conferred by section 73.
