68. Conduct of investigation etc.

In exercising a power under section 64, 66 or 67, the Health Services
Commissioner-

   (a)  must proceed with as much expedition as the requirements of this Act
        and proper investigation of the matter permit; and

   (b)  is not bound by the rules of evidence.
