Entitlement of applicant to make submissions

15. Entitlement of applicant to make submissions

If a responsible board is proposing to refuse an application for registration
or renewal of registration or for endorsement of registration or renewal of
endorsement or to impose conditions on the registration or endorsement of
registration of an applicant, the responsible board must not do so until-

   (a)  it has given the applicant notice of the proposal; and

   (b)  it has given the applicant an opportunity to make submissions to the
        responsible board about the proposal.
