VMIA to be substituted as party to proceedings

59. VMIA to be substituted as party to proceedings

If, immediately before the appointed day, proceedings to which HGFL was a
party were pending or existing in any court or tribunal, then, on and after
the appointed day, VMIA, on behalf of the State, is substituted as a party to
the proceedings and has the same rights in the proceedings as HGFL had.
