Variation of orders

70. Variation of orders

Any order of the Secretary under this Division-



   (a)  may be revoked rescinded amended or varied by subsequent order made by
        the Secretary on the application of the councils or any of them and
        after the parties have had an opportunity of being heard; and

   (b)  shall according to its tenor bind all the councils concerned.
