2.5.14B. Betting by way of a betting exchange lawful

To avoid doubt, it is lawful for a person to offer or accept a bet by way of a
betting exchange-

   (a)  conducted by the wagering and betting licensee in accordance with its
        wagering and betting licence; or

   (b)  conducted, in accordance with the law of another State or a Territory,
        by a person from a telecommunication device situated outside Victoria.
