14. Functions and powers conferred on Victorian Minister, Regulator and
appeals body

If the gas pipelines access legislation of another scheme participant confers
a function or power on-

   (a)  the Minister; or

   (b)  the Essential Services Commission; or









   (c)  an appeal panel constituted under the
        Essential Services Commission Act 2001-

the Minister, Commission or panel-

   (d)  may perform that function or exercise that power; and

   (e)  may do all things necessary or convenient to be done in connection
        with the performance or exercise of that function or power.
