for-

(iii) inducing or enabling any other person or persons to take part in the
        scheme; or

(iv) enabling or assisting participants in the scheme to be promoted,
transferred or to have their status changed; or

(4) The Governor in Council may, by Order published in the Government Gazette,
declare that this section does not apply or did not at a particular time apply
to the whole or any part of a scheme for the supply of goods, services or
financial benefit.
