Who can ask the Tribunal to resolve a consumer and trader dispute?

110. Who can ask the Tribunal to resolve a consumer and trader dispute?

The Tribunal may only make an order to resolve a consumer and trader dispute
on the application of-

   (a)  a party to the dispute; or

   (b)  the Director acting on behalf of one or more of the parties to the
        dispute.
