Sale of fuel subject to condition to refund excess price prohibited

21. Sale of fuel subject to condition to refund excess price prohibited

No person shall, unless the consent in writing of the Commissioner has first
been obtained-

   (a)  sell or offer for sale any declared fuel subject to a condition to the
        effect that if the price at which the fuel is sold is not approved at
        a later date by the Commissioner a refund or adjustment will be made;
        or

   (b)  sell or offer for sale any declared fuel or supply subject to a
        condition requiring the buying of any other goods, or the supply of
        any other services.
