12. Power to prohibit sale of fuel before maximum price or rate fixed

The Commissioner may by order provide that a person specified in the order
shall not sell any declared fuel so specified until, on the written request of
such person to the Commissioner to fix the maximum price at which the fuel may
be sold, the Commissioner has fixed the maximum price.
