4. This Act and Act No. 7704 to be read as one Act

     The earlier Act shall, subject to this Act and such modifications as are necessary, be read together with this Act as one Act, and, notwithstanding the generality of the foregoing, in particular with the modification that a reference in the earlier Act to land or to lands "described in the Second Schedule" shall be construed as a reference to the land described in the First Schedule to that Act.
