Intervention by Ombudsman
57. Intervention by Ombudsman
(1) The Ombudsman may intervene with or without legal representation before
the Tribunal if he forms the opinion that his intervention is warranted.
(2) In forming an opinion to intervene, the Ombudsman should have regard to-
(a) the importance of the principle involved in the matter;
(b) the precedential value of the case;
(c) the financial means of the applicant;
(d) the applicant's prospects of success; and
(e) the reasonableness of the agency's action in withholding the document.
(3) The power of the Ombudsman to intervene under subsection (1) shall not
extend to applications brought under section 34.
