61. General discretion of Chief Commissioner to refuse a dealers licence

The Chief Commissioner must not issue a dealers licence to an applicant-

   (a)  if the applicant, any close associate of the applicant, any
        responsible person in relation to the application or any person the
        applicant is proposing to employ in the business is a prohibited
        person; or

   (b)  if the applicant or any responsible person in relation to the
        application is under the age of 21 years; or





   (c)  unless the Chief Commissioner is satisfied that-

   (i)  the applicant and all responsible persons in relation to the
        application and the persons the applicant is proposing to employ in
        the business-

                (A)  are fit and proper persons; and

                (B)  can carry on the business without being a danger to
                     public safety or peace; and

   (ii) the premises specified in the application are suitable to carry on the
        business of being a firearms dealer; and

   (iii) the issue of the licence is not against the public interest; or

   (ca) unless the Chief Commissioner is satisfied that all close associates
        of the applicant are fit and proper persons; or

   (d)  for any prescribed reason.
