25. Issue of firearms heirlooms licences

The Chief Commissioner may licence a natural person who is of or over the age
of 18 years to possess and carry a single firearm or a matched pair of
firearms if that person-

   (a)  is not able to satisfy the requirements to obtain a licence under any
        other provision of this Part; and

   (b)  can demonstrate that he or she inherited the firearm.
