25. Duty of Government to give effect to Agreement

Subject to the laws of Victoria, the Government, its Ministers and its public
authorities will do all things necessary and practicable-

   (a)  to ensure that the State and all its public authorities facilitate, on
        behalf of the State, the implementation of the Agreement; and

   (b)  to enable the State to discharge its obligations under the Agreement.
